The necessity to create a rule based, open and non discriminatory trading system is a vital step in furthering the implementation of the right to development.

UNHCR continued to promote this right through close partnerships with Governments, United Nations organizations, the refugee community and NGOs.

Azerbaijan has also promoted the right to culture through programmes encouraging friendly relations between ethnic groups.

It may be recalled that the Working Group is mandated to monitor and review progress made in the promotion and implementation of the right to development, providing recommendations thereon and further analysing obstacles to its full enjoyment, focusing each year on specific commitments in the Declaration on the Right to Development.

Recalling the need for coordination and cooperation throughout the United Nations system for a more effective promotion and realization of the right to development,

Promoting that right as an integral part of the Council's agenda would ensure that all stakeholders enjoyed the right to development.

The Working Group on the Right to Development sees reduction of poverty as one of the critical steps in the promotion and realization of the right to development.

Welcoming the report of the Intergovernmental Group of Experts on the Right to Development on its second session,E CN.4 1998 29. including the proposed strategy contained therein, and welcoming in particular the recommendation that a follow up mechanism should be established to ensure promotion and implementation of the Declaration on the Right to Development,

We must avoid duplication of work, but constructive ways must be explored of bringing the entire international family of Governments and organizations together to promote the right to development for all peoples.

25. Emphasizes the need to strengthen further the activities of the Office of the United Nations High Commissioner for Human Rights in the promotion and realization of the right to development, including ensuring effective use of the financial and human resources necessary to fulfil its mandate and better servicing of and support for the Working Group on the Right to Development

30. Also emphasizes the need to strengthen further the activities of the Office of the United Nations High Commissioner for Human Rights in the promotion and realization of the right to development, including ensuring effective use of the financial and human resources necessary to fulfil its mandate, and calls upon the Secretary General to provide the Office of the High Commissioner with the necessary resources

24. We will spare no effort to promote democracy and strengthen the rule of law, as well as respect for all internationally recognized human rights and fundamental freedoms, including the right to development.

Human rights and human development shared a common purpose they promoted dignity, equality and well being for all, hence the right to development.
