The situation in the country since my last report has been calm and stable.

As I noted in my last report, UNMEE is ready to carry out similar activities in Eritrea.

However, in spite of those challenges, the country has improved noticeably since my last report.

The present report reviews the activities of UNMISET since my last report (S 2005 99), dated 18 February 2005.

In my last report, I noted that the absence of dialogue between Ethiopia and Eritrea continues to be a missing element of the peace process.

The Ethiopian Armed Forces maintained the dispositions that I described in my last report, which they continue to characterize as purely defensive.

As I observed in my last report, however, the protracted stalemate is inherently destabilizing.

Among the issues which are under the control of the ICTY, let me mention three areas where significant progress has been achieved since my last report.

The present report provides an account of the relevant developments since my last report (S 2005 233 and Corr.1) of 11 April 2005.

Since my last report, the Serious Crimes Unit has made significant progress towards achieving justice for crimes committed in 1999.

Significant efforts have been undertaken in this area since my last report to the Security Council on the protection of civilians in armed conflict (S 2004 431).

However, in early March, a few days after my last report to this Council, that Government came to an end when Prime Minister Haradinaj resigned following notification of an imminent indictment from the International Criminal Tribunal for the former Yugoslavia (ICTY).

Nonetheless, as I indicated in my last report, international assistance will continue to be required beyond the expiration of the UNMISET mandate on 20 May 2005, to ensure that the underpinnings of a viable State are firmly in place.

Three of the incidents occurred in Sector West, and two occurred in Sector Centre, killing one child and injuring a total of four persons.

Since my last report, UNMEE has initiated a number of technical cooperation activities designed to help build capacity in dealing with human rights issues.

Indeed, some positive trends that were evident in February have apparently stalled, or been slightly reversed, since my last report.

As indicated in my last report, both parties have explained to MINURSO that certain actions were needed to combat illegal migration and smuggling.

The present report focuses on developments since my last report dated 12 September 2005 (S 2005 575), in particular on the post electoral political tensions leading to the recent change in Government in Guinea Bissau.

The three months since my last report fall into two distinct periods the conclusion of elections and formation of the new coalition Government, and the start of that Government's work.

Evidence of the latter would since have been covered by a sea level rise of hundreds of meters following the last ice age.

Mr. Jessen Petersen The three months since my last report to the Security Council have been marked by a positive trend in what is a crucial year for Kosovo and for the region.

Since my last report, the Military Coordination Commission held its 29th and 30th meetings in Nairobi, on 15 March and 11 May 2005, respectively.

Since my last report, UNMEE continued to monitor cross border incidents, particularly cases of reported abductions and missing persons from both Ethiopia and Eritrea, and to seek to promote a peaceful resolution of incidents.

As indicated in my last report, WFP and the Office of the United Nations High Commissioner for Refugees (UNHCR) have been increasing their monitoring and logistical capacity in the Tindouf refugee camps.

Since the issuance of my previous report, the level of insurgency in the country has risen, as has the sophistication of the insurgents' weaponry.

This section provides guidance on safe handling practices that minimize the potential hazards to people, property and the environment from the substance or mixture.

As I stated in my recent report, the comprehensive review should consist of consultations with the parties and the international community and have a broad scope in order to assess the current situation and the conditions for the possible next steps in the process.
