There are no programmes of assistance for these categories groups, or for pensioners, but under the budget for 2003, significant funds were allocated to the social sector and these categories.

That situation impeded the implementation of sectoral programmes and the rendering of emergency humanitarian assistance to the most vulnerable groups of the population.

To improve the health status of the population as a whole, and specifically that of the vulnerable groups consisting of women and children.

Programmes had also been implemented to meet the special needs of certain groups.

It is also important to ensure that the vulnerable segments of the population, particularly women and children, receive assistance and to prevent all forms of exploitation.

In Europe, North America and Oceania there has been a high level of interventions targeting special groups.

Especially disadvantaged groups in respect to employment are older employees, disabled workers and persons with special needs.

These percentages are lower among vulnerable population groups only 75 of the poorest youth between the ages of 13 and 17 years attend school.

All sectors of the population were affected however, poor families, and Palestinian women in particular, suffered the most.5

The evaluation of positive and negative trends is done through the official health statistics or through research studies, the purpose of which is to provide elements for evaluation of the level of exposure of the population to the effects of specific risk factors, and for defining preventive programmes directed towards the most vulnerable groups of the population.

In the case of Guatemala, the number of indigenous people in all age groups completing primary education is lower than the number of indigenous people, even though this traditional gap is gradually narrowing, reflecting a positive but slow trend.

For organizations that involve volunteers, these segments of society may be perceived as problematic and not worth an investment of time and effort.

While European police forces place prevention at the top of their agendas, France has chosen to treat it as a marginal goal. As a result, tensions between the police, who are increasingly perceived as outsiders, and residents have grown to all time highs.

Particular difficulties regarding nomadic peoples were brought to the attention of the Working Group.

It had launched a plan for financing low income and middle income housing to encourage the construction of private housing.

The Government is doing work to support the socially vulnerable segments of the population through the development of their initiatives, as well as involving them in entrepreneurial activities via training sessions and information programmes and programmes on legal and labour matters.

For indigenous women, the Brazilian Constitution assures instruction in their mother tongues and recognizes their own training processes.

Care farms use the whole or part of a farm, provide health, social or educational care services for one or a range of vulnerable groups of people and provide a supervised, structured programme of farming related activities.

According to the Ministry of Social Protection, 39 per cent of the population is not insured under any of the established health care regime and almost half of the uninsured are from the poorest sectors.

(e) Wider recognition of the rights of women, children and persons belonging to minorities, migrant workers, indigenous people and persons with disabilities, and strengthening the protection of vulnerable groups.

The Millennium Development Goals need to be complemented with targets and indicators that are more reflective of region specific issues and emerging trends relating to these groups.

The analysis for the overall population shows the most exposed categories as follows children, especially under the age of 5, displaced persons, returnees, the unemployed and persons with low education.

The urban poor usually have very low access to water and sanitation services, and pockets of people such as indigenous groups often have even lower access.

He had applauded the Turkish Cypriots, who had approved the plan, which he felt represented a fair, viable and carefully balanced compromise, one that conformed to the Security Council's vision for a settlement that met the minimum requirements of all concerned.

Ecuador's indigenous communities are integrated into the mainstream culture to varying degrees, but some may also practice their own indigenous cultures, particularly the more remote indigenous communities of the Amazon basin.

The Ministers therefore urged all Member Countries to take practical steps in ensuring that ICT should be utilised to develop economies and societies of developing countries and transforming the lives of socially and economically disadvantaged people.

The Committee is concerned about the limited access to primary health care in rural areas, especially for refugees and other vulnerable groups, and that 7 per cent of the Serbian population are not covered by the compulsory health insurance.

With humanitarian assistance focused primarily on the affected population within camps for internally displaced persons, the Government of the Sudan noted the need for assistance to be widened to reach affected groups outside the camps.
