We remind Member States that as the United Nations expands its activities in Iraq, its security needs increase.

The Council must do more towards increasing the participation of non members of the Council in its deliberations.

The Council has to be expanded with both new permanent and new non permanent members.

China is convinced that Member States still have the time and opportunity to achieve a broad consensus on the enlargement of the Security Council.

In expanding the Security Council, we should also address another important concern of Member States that has been debated for a long time and is ready for some harvesting, which is improving the working methods of the Security Council.

The Turkish government, unwisely, became embroiled with the EU over its plan to extend the customs union to include all new member states, including Cyprus.

But, although the Security Council was enlarged in 1965 by increasing the number of non permanent seats from six to ten, its permanent members have not changed since 1945.

The Conference called on Member States to increase their share of world trade by enhancing their competitiveness at the international level. It further underscored the fundamental importance of expanding intra OIC trade.

That work has been organized with the support of the Security Council and interested Member States and has included a series of regional workshops on the protection of civilians, in an effort to broaden the audience for protection policies and mainstream them into the decision making processes of Member States.

Finland therefore supports an enlargement of the Council in the number of both permanent and non permanent members.

On a previous occasion, in 1963, some of the five permanent members voted against expansion of the Council.

Several delegations concurred that the membership of subsidiary organs of the Council should be extended to include non members of the Council.

The expansion of gender budgeting coupled with the strengthening of institutional mechanisms for the advancement of women at all levels of government can aid Member States in allocating adequate resources to programs that benefit women.

Furthermore, the adoption of the Protocol would not have been possible without the cooperation among all Member States that recognized the necessity and urgency of expanding the legal protection of United Nations and associated personnel.
