The rights granted by intellectual property laws, such as copyright, are meant to draw a balance between the rights of creators to make a living out of their craft, and the rights of members of society to have fair access to these cultural works.

The rights referred to in paragraph 3 of the present article shall be exercised in conformity with the laws and regulations of the State in the territory of which the offender or alleged offender is present, subject to the provision that the said laws and regulations must enable full effect to be given to the purposes for which the rights accorded under paragraph 3 of the present article are intended.

2. The present Convention is without prejudice to privileges and immunities accorded under international law to Heads of State ratione personae.

The Headquarters Agreement grants to officials and representatives to the COP the privileges and immunities granted to United Nations officials and representatives of Members to the United Nations under the General Convention.

Nothing in the present Convention shall affect other rights, obligations and responsibilities of States, peoples and individuals under international law, in particular the purposes and principles of the Charter of the United Nations, and international humanitarian law.

It might, however, expedite the elimination of discrimination if domestic law made direct reference to rights protected under the Convention.

The rights of specific categories of persons are supplementary to the universally recognized rights of every person.

It also includes rights under licences of such rights.

(d) The careful constitutional scrutiny of the powers conferred by the Anti Terrorism Act 2001

With regard to the duration of exemptions granted under Article 19, the European Union was prepared to extend the period until the beginning of the following session of the General Assembly.

(f) Suspending rights and privileges under the Convention

The Committee also urges the federal Government to ensure that federal States and municipalities are aware of their obligations under the Convention and that the rights in the Convention have to be implemented in all States and municipalities through legislation and policies and other appropriate measures.

This Convention shall not alter the rights and obligations of States Parties which arise from other agreements compatible with this Convention and which do not affect the enjoyment by other States Parties of their rights or the performance of their obligations under this Convention.

6.9 The author requests that the Committee declare her communication admissible without delay and decide on the merits that the rights under the Convention have been violated by the State party.

At the second meeting, the SBSTA adopted the agenda as amended as follows
