Summary of the general discussion at the high level segment of the Eleventh Congress

Having considered the report of the Secretary General on the implementation of resolution 59 22,See A 61 256, part one, sect. XI.

Since that report, in its resolutions 58 295 and 59 276, section XI, the Assembly has approved funding for an additional programme of security strengthening projects.

Election to fill a vacancy on the Finance Committee in accordance with section 9 of the annex to the Agreement relating to the implementation of Part XI of the United Nations Convention on the Law of the Sea

The present report is submitted in compliance with the request of the General Assembly contained in section XI of its resolution 59 276.

During the high level segment of the Tenth Congress, the Vienna Declaration on Crime and Justice Meeting the Challenges of the Twenty first Century (General Assembly resolution 55 59, annex) was adopted.

None of those six projects was in conflict with the ambitious global access control system referred to in paragraph 44 of section XI of resolution 59 276.

His delegation attached great importance to the safety and security of United Nations staff and premises. The adoption of section XI of General Assembly resolution 59 276 had been the result of protracted negotiations.

It is recommended that, during the high level segment, interventions should not exceed five minutes and that, in case there are government representatives wishing to take the floor for the second time, that will be possible provided that there is sufficient time towards the end of the high level segment and that that decision will be at the discretion of the President of the Eleventh Congress.

The high level segment of the African Ministers' Council on Water, held during the eleventh World Lakes Conference, recognized the importance of the Atlas of African Lakes as an essential tool for assessing and monitoring changes and management around African lakes.

Before proceeding further, the Committee must await the detailed report requested in section XI, paragraph 44, of resolution 59 276, which should clarify the matters about which Member States had expressed concern.

In accordance with section XI, paragraph 35, of General Assembly resolution 59 276, the reliability and validity of information received from sources other than international organizations and Governments must be carefully weighed.

In opening the high level segment, the Secretary General of the Eleventh Congress appealed to representatives to speak up and speak out on behalf of victims of crime, whose future might be changed by the deliberations of the Congress.

Currently, the number of parties to the United Nations Convention on the Law of the Sea (UNCLOS) stands at 149, while the number of parties to the Agreement relating to the implementation of Part XI of the Convention has increased to 122.

The Network, pursuant to section XI, paragraph 14, of General Assembly resolution 59 276 and paragraph 16 of General Assembly resolution 59 211, also endorsed a revised accountability framework that will be presented to the High Level Committee on Management.

Of four projects approved by the General Assembly in section XI of its resolution 59 276 for a total cost of 1,718,200, the protection of oversized glazed facades is almost completed. The other three projects are still in the early stages of implementation.

For example, it was not clear what efforts were being made to comply with paragraph 18 of section XI, in which the Secretary General was urged to preserve the international character of the Organization in the recruitment of safety and security staff.

By section XI, paragraph 10, of its resolution 59 276, the General Assembly requested the Secretary General to report on the implementation of recommendations contained in the report of the Office of Internal Oversight Services (OIOS) (see A 59 396).

The arrangements under section XI of resolution 59 276 have allowed the Department of Safety and Security to deploy more rapidly the appropriate range of enhanced field security management structures to respond to emergency programmes or heightened risks.

At its fifty eighth session, the General Assembly decided to hold the Eleventh Congress from 18 to 25 April 2005 and also decided that the high level segment would be held during the last three days of the Congress (resolution 58 138).

The Convention and the Agreement relating to the implementation of part XI of the Convention ( the 1994 Agreement ) adopted on 28 July 1994 by the General Assembly of the United Nations2 together contain the regime for the administration of the deep seabed and its resources.
