Nevertheless, it is concerned at the lack of clear guarantees for a fair and speedy trial and of the enforcement of rules for pre trial detention.

Article 140 of the draft transitional code of criminal procedure would provide for alternatives to pre trial detention, including house detention and other forms of community supervision of the suspect.
