Formal and informal contacts between the Special Committee and the administering Powers must be continued.

The removal by the US of some noneconomic sanctions designed to restrict official bilateral interaction is welcome, and an even greater relaxation in communications, through both official and unofficial channels, should be implemented.

The minister also banned political broadcasts and phone ins on television and radio channels other than the official ones.

A number of contacts have been formalized with academic, civil, private and human rights organizations.

Communication and outreach strategies are not effective

Official communications were very limited, and annual bilateral trade was under 1 billion.
