In an effort to enhance accountability by reporting more effectively on the implementation of recommendations made by the oversight bodies and by providing analyses of the decisions made by the United Nations Administrative Tribunal, the relevant functions of the Department of Management were rationalized and consolidated.

The Division of Administration has been using performance indicators for a number of years to assess and report on the management of finance, human resources and administrative processes.

(c) The respective responsibilities of the Department of Management and the Department of Peacekeeping Operations

Subprogramme 1 is solely the responsibility of the Department for General Assembly and Conference Management at Headquarters.

However, the Security Council should ensure that appropriate systems are in place and that the management organization is fully capable of such operations.

These include human resource management, financial management, meeting management, IT management, and project management.

It operates under the custodianship of WFP, which is responsible for administrative and financial management.

Once these enhancements have been completed, the Organization may begin to consolidate administrative functions, which are currently decentralized and replicated throughout all offices away from Headquarters.

It therefore requires regularization of its budgetary and technical support, and the migration of responsibilities from the Department of Peacekeeping Operations to the Department of Management, where such projects belong.

The Department of Management is solely responsible for activities covered by subprogramme 1, Management services and administration of justice.

Although this amount may be used flexibly, the Committee also recommends that the administrative processes for those functions be reviewed so that a more effective use of General Service staff can be made.

The office is also responsible for the issuance of all reports of the Investment Management Service to the governing United Nations committees and the Investments Committee.

I have a good knowledge of personnel matters within the UN system and in my capacity of Officer in Charge of Court Management Section at the UN Tribunal, I also dealt with administrative issues and with management matters as well.

The under representation of women in management positions in the education system was being addressed by the Women into Educational Management Initiative.

The Department of Economic and Social Affairs is supporting the Presidents of the Economic and Social Council and the General Assembly in elaborating the new functions assigned to the Council.

Administrative actions, information and financial data are managed in the Integrated Management Information System (IMIS) of the United Nations, which provides the secretariat with the necessary information to report to Parties on its operations and performance.

The entries in IMIS are only for headquarters based implementation and data on expenditure are downloaded every day from IMIS to ProFi.

What is conspicuously lacking in the report is a quantification of the impact of the measures taken by the Department of Management.

Meanwhile, sufficient space for additional offices and support facilities for the Department at Headquarters has been arranged by the Department of Management.

Article 4 of the Convention requires each party, on entry into force of the Convention for the Party, to designate one or more national authorities authorized to act on its behalf in the performance of the administrative functions required by the Convention.
