To ensure that the Department of Peacekeeping Operations submits the consolidated acquisition plan to the Procurement Service by 1 June of each financial year, the Department has an internal goal of submitting all acquisition plans to the Procurement Service by 15 May.

The Global Fund, the World Bank and other parts of the UN system, and other multilateral institutions and international partners will engage in a process to identify procurement and supply management bottlenecks, and to agree upon concrete steps for the harmonization and alignment of procurement and supply management policies and procedures.

In the area of procurement and contract management, UNDP is committed to the four high priority recommendations of the Board.

The Procurement Service has also drafted, in consultation with the Office of Human Resources Management and the Office of Legal Affairs, a Declaration of ethical responsibilities .

The Procurement Service is working together with the Department of Peacekeeping Operations to improve the skills and capacity of the peacekeeping missions in procurement and contract management.

To facilitate data exchange between Headquarters and the peacekeeping missions, the Procurement Service has been working with the Department of Peacekeeping Operations to develop a common procurement management system.

It is anticipated that, with the expected implementation of Mercury, the field procurement management system, at United Nations Headquarters by the end of 2006, all data, especially amendments, will be fully integrated.

The Procurement Service instead proposed an amendment to the Procurement Manual that would deal with the issue.

In paragraph 557, the Administration agreed with the Board's recommendation that it implement low value procurement principles, in line with the United Nations Procurement Manual and the Financial Regulations and Rules of the United Nations, in order to optimize procurement and staff performance.

Through the existing World Bank WHO capacity building programme and other initiatives, multilateral institutions and international partners will intensify their efforts to build national capacity on procurement and supply chain management.
