The foregoing may also explain the limited overall implementation at the inter agency level of successive General Assembly resolutions calling for the harmonization of procurement policies, rules and procedures, in keeping with the above mentioned clauses of the Relationship Agreements.

Aside from the multilingual policies of some organizations, having procurement manuals in the three working languages of the organizations is an important practical requirement in cases of decentralized procurement operations, in particular the United Nations and its funds and programmes.

UNICEF agrees to benchmark its procurement services with United Nations and other public procurement services, considering each organization's specificities to determine whether the level of its handling charge for cost recovery is appropriate.
