(b) The elimination of trade distorting policies, protectionist practices and non tariff barriers in international trade relations

In accordance with the agricultural framework, negotiations are to encompass all trade distorting policies affecting the sector.

Trade distorting subsidies need to be phased out.

All countries, including developing countries, need to work together to lower trade barriers and eliminate trade distorting subsidies.

Trade distorting subsidies such as those for cotton and sugar need to be addressed.

(d) Abusive application of anti dumping, sanitary and phytosanitary standards and other trade distorting measures

All trade distorting farm subsidies would be slashed by 70 80 in the major subsidizing countries.

Removing trade distorting subsidies and providing access to markets, in particular through the Doha Development Round of trade negotiations, would contribute to creating free and fair trade arrangements with potentially large economic benefits to developing countries.

To that end, there should be a rapid move to eliminate export and trade distorting domestic subsidies, particularly in the area of agriculture.

Those policies should include trade liberalization.

Negotiations on agriculture should result in substantive reduction of trade distorting domestic support and establish an end date for the elimination of export subsidies.

It was necessary to establish modalities for agriculture negotiations designed to achieve greater access to markets, phase out domestic subsidies, and reduce all trade distorting practices.

On trade, we look forward to an ambitious outcome across all aspects of the Doha Development Agenda, including in agriculture, improved market access, the elimination of export subsidies and substantial reductions in trade distorting domestic support.

An urgent priority is to establish a timetable for developed countries to dismantle market access barriers and begin phasing out trade distorting domestic subsidies, especially in agriculture.

The collective strength of developing countries in international trade has also been growing, as evidenced by their success in putting the issue of market distorting agricultural subsidies on the agenda of the Doha Round of world trade negotiations.

The pursuit of trade surpluses inevitably triggers conflicts with trade partners, and the effectiveness of mercantilist policies depends in part on the absence of similar policies elsewhere.

In short, for policies affecting the exchange rate to become part of trade agreements, monetary and fiscal policies would have to become part of trade agreements. In that case, there would be no trade agreements at all.

Successful trade reform was essential for successful reform of development policies.

Developing countries must improve their policies governing the critical sectors of water, energy, transport and trade, including pricing policies.

8. Reaffirms the importance of market access, and in this context recalls the importance of respect for World Trade Organization disciplines, including in the area of anti dumping, inter alia, to avoid the abusive application of anti dumping and other trade distorting measures

The immediate focus of the negotiations, until July, has been on the reductions and disciplines to be applied to trade distorting support (i.e., Amber Box,9 Blue Box10 and de minimis11 support).

Mercosur's Protocol for the Defence of Competition (also known as the Fortaleza Protocol) calls for convergent domestic laws and views on the interplay between competition policy and other governmental actions, and provides an agenda for the monitoring of private actors in the market as well as government policies that may have anti competitive and trade distorting effects.

Experience shows that reforming formal trade policies is not enough to stimulate growth.

The practical difficulty is in recognizing when political profes sionals are distorting reality.

But this vigorous attempt to reduce interest rates is distorting capital allocation.

ASEAN therefore called for improved market access for the exports of the developing countries and elimination of trade distorting subsidies and barriers to trade in agricultural products, and for attention to be given to the urgent need to provide the developing countries with special and differential treatment.
