A record summarizes key information concerning the procurement proceedings.

Procurement legislation in some jurisdictions explicitly requires the publication of final rulings of such bodies taken in the course of procurement review proceedings.

The then Working Group, however, rejected that suggestion, proposing instead for the commentary to note that in addition to the law, various types of directives, rulings and guidelines might be applicable in particular procurement proceedings.

An expanded scope of article 5 might be evidenced by a reference to a broader range of laws and regulations directly pertinent to the procurement proceedings found in article 27 (t) of the Model Law.
