Authority and responsibility for procurement

The revised UNOG delegation of procurement authority was completed as of 9 June 2006.

(a) The management arrangements for procurement, including clear lines of accountability and delegation of authority

We have established an independent public procurement authority and introduced regular public expenditure tracking systems.

Generally, applicable provisions of procurement law may apply, for instance suspension may be ordered by a court or supervisory authority.

The difference is important in terms of enhancing the institutional authority and effectiveness of IAPWG in inter agency procurement matters.

Such a broad delegation of authority enables heads of a procuring entity to formulate procurement rules on an ad hoc basis.

There exists an Inter Agency Procurement Group for sharing information on suppliers and for implementing the Lead Agency Concept, which however does not seek to streamline and pool procurement operations under a single chain of authority.

At the same time, opinions diverged as to whether IAPWG was adequately equipped or had the statutory authority to deepen cooperation and coordination within the international procurement community.

In paragraph 512, the Administration agreed with the Board's recommendation that it review and update the distribution of procurement authority at the United Nations Office at Geneva in a timely manner.

UNDP Inter Agency Procurement Services Office (IAPSO) already has an advanced e procurement platform.
