II. TRENDS IN THE NET FINANCIAL TRANSFER TO DEVELOPING

According to the economist Geoffrey Crowther, a country s balance of payments position evolves in six stages, with the key variable being net assets that is, the country s net international investment position.

As deficits accumulate, the cost of servicing the net international asset position grows.

The increase in net financial outflows from that group of countries and the fact that the multilateral financial institutions had become net financial transfer recipients were a cause of grave concern.

7. The objective of financial statements is to provide information about the financial position and performance of the organization, changes in its financial position, and compliance with legislative and other authorities.

Perversely, some developing countries have now become net exporters of financial resources.

This means that the multilateral financial institutions are no longer providing net financial resources to developing countries, but are currently net recipients of financial resources that are needed by these countries to achieve the Millennium Development Goals.3
