Under its CAPCompliance Assistance Programme, UNEP is providing data collection and awareness raising assistance, as well as assistance in expediting development of an ODS licensing system.

As can be seen in the overview of PCRs for licensing projects in Annex IIa, little information has been provided on the modalities of licensing systems in place, and most importantly, no information is to be found relating to the actual implementation and effectiveness of the system.

To date, Botswana has not reported its 2004 ODS consumption data but has advised that efforts are being made to prepare its ODS licensing and quota system.
