This is the first comprehensive survey to assess Governments' moral and political commitment to the implementation of the Standard Rules since their unanimous adoption by the international community.

Regarding the implementation of rules, obligations under disarmament and non proliferation treaties have become so advanced and complicated that some developing countries have difficulties in implementing them. Japan provides various types of assistance to deal with these problems and to help developing countries implement the rules.

In relation to the Organization's peacekeeping operations more generally, the Office continued to provide advice and assistance with respect to the interpretation and implementation of mandates, the preparation of rules of engagement and the negotiation and implementation of status of forces agreements.
