As these staff receive the post adjustment applicable to their home duty station, the average salary cost was higher than the standard cost used in the budget estimates.

When an occasional peak at one duty station coincides with a low period at another, staff loans take place to make more efficient use of the resources available.

Furthermore, no data was provided on the vacancy situation by duty station, although that information was available in the related report of ACABQ (A 60 7 Add.9, annex I).

It would be a waste of resources to install a turnstiles system which might later have to be replaced or which might prove incompatible with conditions at another duty station.

The table in paragraph 3 of the report provides information on the status of utilization of funds approved for the implementation of the security strengthening infrastructure projects by duty station.

In addition, some success was initially reported in filling vacant posts on a timely basis through internal recruitment either within an office or from other offices at the same duty station.

Operational flexibility is needed to monitor developments on the ground and make well informed decisions as regards the appropriateness of either introducing or discontinuing this scheme at a given duty station.

Revisions to standard salary costs, common staff costs and vacancy rates are based on actual experience by category and level for the Vienna duty station and each of the four regions of operation.

The principal recommendation of the report calling for the establishment of a single common administrative services unit to be managed by UNOV should, when implemented, also pool procurement services at this duty station.
