Lending to foreign governments is in many ways inherently riskier than unsecured private debt or junk bonds.

In the insolvency of a non grantor debtor, the creditor is an unsecured creditor with an unsecured claim against the non grantor debtor.

Coercive restructuring of insolvent banks unsecured debt would be next.

They can also, it adds, obtain unsecured bank loans for themselves and their friends.

But, while the debt was highly rated, how could anyone objectively assess unsecured and virtually unenforceable obligations?

In 2011 2012, such lending grew by 1.1 trillion, reaching 3.6 trillion (23 of total bank financing), while balance sheet lending increased by only 732 billion.

Similarly, in 2011, Spanish banks increased their lending to the government by almost 15 , even though private sector lending contracted and the Spanish government became less creditworthy.

In their case, a resolution authority, in London or Washington, would take control of the parent company, remove senior management, and apportion losses to shareholders and unsecured creditors.

Bank regulation, like lending, was once decentralized and judgment based.
