C. Treasury management

The UNHCR Treasury makes the decisions on investment and cash management.

Management Services

Seven of the eight recommendations relating to treasury management have been implemented.

General description The Major Programme provides direction and management for six programmes Human Resource Management, Financial Services, Information Network and Knowledge Management Services, Procurement and Logistics Services, Legal Services and Buildings Management.

Treasury is working with the Information Technology Services Division to put the reports on the Nucleus system.

Comment by the Administration. As at March 2005, Treasury management was periodically reviewing the delegated levels of authority.

(a) Providing administrative and management direction including appropriate programme support services (covering human resources management, medical services, financial, security, procurement and travel related operations, facilities and buildings management, information technology and communications, conference, language and editorial services)

Also on March 20, the U.S. Department of Treasury announced the easing of sanctions on some Internet services.

The major audit observations (61 per cent) are in the following key areas financial management (18 per cent) audit management (14 per cent) Information and communications technology (ICT) management (10 per cent), treasury management (10 per cent) and procurement management (9 per cent).

The remainder covers the cost of the provision of audit, payroll, investment, and treasury and accounting services by UNOG.

The development would also entail building Management Systems Renewal Project interfaces to banking platforms and producing standard treasury control reports.

Comment by the Administration. Service level agreements with UNFPA for services (Executive Board support, legal services, Treasury, finance Comptroller and travel) were signed in the fourth quarter of 2004.

The proposals related to specific sections such as health services, waste management services or information products.

The U.S. Department of Treasury is easing sanctions on a list of services incident to the exchange of personal communications over the Internet or software necessary to enable such services.

Accordingly, the Administration contracted the services of a programme management firm on 4 October 2004 to oversee the management of design and construction documentation services, among other things.

UNOPS would continue to offer both complex operations management implementation services and individual service lines, for example recruitment and administration of human resources, contracting and procurement services, project supervision and loan administration, and conference management services.

Those services relate to financial and human resources planning and management, general administration and information management and technology.

It believed that economies could be made in areas such as management, general services, travel, and consulting services.

The Department of Management is solely responsible for activities covered by subprogramme 1, Management services and administration of justice.

Consulting services now include project management, UNIX administration in Geneva, system administration in New York and help desk services.

SIEM Security information and event management (SIEM) is a term for software products and services combining security information management (SIM) and security event management (SEM).

Market access, road services and natural resource management must also be developed.

A provision of 10,191,900 is made for contractual services for portfolio management.

23.73 Programme support services are provided by the Administration and Management Service.

The Information Technology Service of the Division for Management continues to provide substantive information management services for all UNODC information owners.

The effect of this new results based management requirement was the implementation of new provisions amending the Act respecting Health Services and Social Services, which introduced management and accountability agreements between the department and the Local Health and Social Services Network Development Agencies.

Advance planning is the first crucial step towards effective management of conference services.

An overall review of treasury operations will involve other offices away from Headquarters and cover not only investment matters but all other aspects of cash management.

Comment by the Administration. UNFPA has implemented a process of monitoring transactions, developed for UNFPA by UNDP, in the areas of Treasury, investments and cash management.
