Key to successful management of public service delivery and sustainable development is preparedness. 10.2 Identification of stakeholders

Mr. Klein noted the existence of several tools and strategies for information, planning and implementation, and said there is a need for consultation and coordination with stakeholders in coastal zone management.

It is anticipated that Governments and other stakeholders will adopt flexible programmes to build and sustain adequate and comprehensive capabilities for the sound management of chemicals consistent with the Strategic Approach objectives.

In addition to ensuring a multisectoral approach among government agencies, it will be desirable to engage other stakeholders such as non governmental organizations and the private sector in improving the management of chemicals.

Stakeholders at the international, regional, national and subnational levels have attached importance to criteria and indicators as providing a framework for policy formulation and monitoring of sustainable forest management and national forest programmes.

In 1992, the Rio de Janeiro Earth Summit gave credence to this approach by recommending that water management be decentralized, with farmers and other stakeholders playing a more important role in managing natural resources.

These principles aim to help Governments, the tourism industry and all stakeholders to assume proactive roles and implement a mix of management strategies to shape and guide the industry in an environmentally sustainable manner.

The projects emphasize the use of information and communication technologies for knowledge management, networking of expertise of local practitioners, including in the context of South South cooperation, and exploring and establishing partnerships among stakeholders.

Stakeholders, particularly women, still do not participate in all aspects of decision making related to the sound management of chemicals Implementation of the present international regime for the sound management of chemicals, including binding instruments and other relevant initiatives, is uneven, and gaps in this regime are not being adequately addressed.

Thus, in its programmes aimed at slum upgrading, urban planning and management, and also regional development, UN Habitat will engage in capacity building for all key stakeholders the better to address youth problems in communities.

The reports point out that the regeneration and management of natural resources are a long term process requiring the adoption of coherent policies and appropriate institutional measures, apart from the involvement of all the stakeholders concerned.
