In resolution 59 276 of 23 December 2004, the General Assembly created the Department of Safety and Security (DSS), which involved the merger of UNSECOORD, the Safety and Security Service, and the field security component of the Department of Peacekeeping Operations.

Mr. Almstrom (Officer in Charge of the Division of Regional Operations in the Department of Safety and Security) said that work on establishing job descriptions had begun immediately after the adoption of the resolution setting up the Department of Safety and Security.

Under that initiative and in order to give specific attention to road safety, a separate department for road safety was established in September 2004 to address the issue.

The Department sponsors a Security Information Group composed of the following offices and departments of the Secretariat the Department of Political Affairs, the Department of Peacekeeping Operations, the Department of Safety and Security and the Office for the Coordination of Humanitarian Affairs.

We consider measures to unify the separate security structures into the Department of Safety and Security as well placed.

The sub department for Sports and Culture (Department for Health, Public Safety and other services) of the Brčko District Government has the functions and authorities in the field of culture.

Following the establishment of the Department of Safety and Security by section XI of General Assembly resolution 59 276 of 23 December 2004, the Security and Safety Service has been organizationally transferred, together with its resources, from the Office of Central Support Services to the new Department.

The role of the Department of Safety and Security, in that regard, will be to ensure that the appropriate safety programmes, based on United Nations experience and operational needs, are in place and effectively discharged by the best qualified safety personnel.

In December 2003, the Prime Minister announced the creation of a new Department of Public Safety and Emergency Preparedness (PSEPC).

Compliance with the minimum operating security standards at many UNODC offices was verified by the Department of Safety and Security.

The Department of Safety and Security, in consultation with WFP and the Department of Peacekeeping Operations, has subsequently reviewed and enhanced the trauma kit, for which revised training standards have been developed.

The new Department, headed by an Under Secretary General, amalgamates the former Office of the United Nations Security Coordinator, the Security and Safety Service and the security component of the Department of Peacekeeping Operations.

29. Also decides to appropriate 500,000 dollars under general temporary assistance to provide surge capacity for the Department of Safety and Security

In line with General Assembly resolution 59 267 (XI) of 23 December 2004, those activities have been subsumed by the Department of Safety and Security and are now reflected under section 33, Safety and security.

The Division of Safety and Security Services, which unifies the separate safety and security structures at Headquarters in New York and at the offices away from Headquarters, became operational in April 2005 with skeleton staffing reassigned from other organizational units of the Department of Safety and Security.

The Section, in consultation and coordination with the management and staff of the Department of Peacekeeping Operations, will coordinate day to day Department of Peacekeeping Operations security issues with the relevant operational units of the Department of Safety and Security and maintain technical lines of communication with the Department of Peacekeeping Operations led field missions.

(c) Provide information on how non military lines of security related authority lead to the head of the Department of Safety and Security

The Department of Safety and Security has reviewed the current United Nations close protection practices and procedures in the light of growing demands.

28. Decides to establish an Executive Office in the Department of Safety and Security consisting of 17 posts to handle its administrative support functions

The Department of Safety and Security had clearly been making big efforts over the past year, especially with regard to the needs at Headquarters.

The global access control project, under the leadership of the Department of Safety and Security, dealt mainly with situations at locations away from Headquarters.

It submits that the Attorney General's Department directed the police to investigate the alleged attack and to take measures necessary to ensure his safety.

The post of Executive Officer for the Department had indeed been advertised under the administration occupational grouping, but the vacancy announcement had begun by indicating clearly that the organizational unit concerned was the Department of Safety and Security.

The extensive collaboration between the Department of Safety and Security and the Department of Peacekeeping Operations on training continued during the reporting period to include finalization of the security training modules for mission specialists and senior mission leadership.

In order to ensure the safety and security of offices away from Headquarters, the Department was liaising with the relevant directors general and executive secretaries.

This would also include cooperation with the newly created Department of Safety and Security which would be able to utilize information gathered by the cell.

Immediate action to establish the Department of Safety and Security was taken by the appointment on 13 January 2005 of the Under Secretary General for Safety and Security, as well as the designation of officers in charge for the Division of Safety and Security Services and for the Division of Regional Operations.

It therefore urged the Department of Safety and Security to work with ECA to minimize the impact of the security guidelines on the Commission's effective functioning.

Lastly, the Department of Safety and Security must endeavour to minimize the adverse effects of applying Minimum Operating Security Standards at the Economic Commission for Africa.
