Mobilization of resources and implementation plan

Resources must be mobilized in a global plan of action.

Total resources, as presented in the resource plan (table 1), consist of UNICEF income (regular resources and other resources) and trust funds.

Total programme expenditures from regular resources, projected in the present plan, are based on forecasts of future regular resources income.

The action plan encompasses the resources of more than 10 organizations and departments.

This is also one of the indicators monitored through the human resources action plan of the Office of Human Resources Management.

The 2004 2005 resource plan has been revised to better reflect current levels of planned contributions and uses of programme resources for regular resources and other resources.

Significant resources are needed to plan and service the training needs of these missions.

However, the success of the Plan of Action as adopted requires increased financial resources.

Some delegations felt that the business plan was too ambitious and the implementation plan unclear, and sought clarification regarding time horizons, benchmarks and resources.

The financial plan for 2004 recommended a minimum regular resources convertible cash balance of 79 million.
