(a) If employees under 15 years of age are found, officers must immediately report the case to investigation officers.

In the interval since the presentation of that report, the investigation has continued to develop multiple lines of enquiry which, if anything, reinforce the conclusions of the previous report.

General assessment of investigation

The main thrust of the security force investigation is focused on this one avenue of investigation.

I know these accounts, but I can t report them, even at this critical moment in the long overdue formal investigation, because of confidentiality protocols.

Current data indicates that since our previous report, 188 investigation cases were opened by the police due to sexual harassment complaints.

In its report on the investigation, OIOS reported that it had been able to compile 20 case reports out of the 72 allegations originally reported to MONUC.

Progress in the investigation

Criminal investigation and prosecution

If no basis is found to initiate an investigation, the State party finds it to be in accordance with the Convention to dismiss the report.

Council members will recall that the Office of Internal Oversight Services report on the investigation, released on 7 January 2005, identified 72 allegations, of which 20 warranted follow up action.

United Nations police in the field have continued to monitor, advise and report on the activities of the local police in southern Sudan, including criminal investigation and correctional reforms.

Investigation of the other three claims was continuing.

The investigators met with parties having knowledge of the allegations, observed the environment, prepared an investigation plan and assembled an investigation team.

The investigation of cases was hampered by the fact that victims often withdrew their complaints and the investigation had to be terminated.

In April 2010, the Icelandic Parliament s Special Investigation Commission published the findings of its investigation, revealing the extent of control fraud in this crisis.

In its report on the investigation into the Guaitarilla case, the Procurator General's Office observed that all the institutions taking part in it had committed irregularities.

Financial expertise is at hand at every level of the police services, be it local or national, following the introduction of major legislation on powers of investigation, including adequate seizure and confiscation measures, special investigation techniques and special financial investigation powers.
