The Procurement Service is working together with the Department of Peacekeeping Operations to improve the skills and capacity of the peacekeeping missions in procurement and contract management.

The Working Group acknowledged the importance of appropriate procurement planning and contract administration for overall effective functioning of procurement and fulfilling the objectives of the Model Law.

Nor did it substantially consider the publication of information on procurement contract awards (article 14 of the Model Law).

The Procurement Service has also been working with the Office of Legal Affairs to develop model lease and contract templates to facilitate the work of procurement officials in the peacekeeping missions.

In the area of procurement and contract management, UNDP is committed to the four high priority recommendations of the Board.

(1) quater. In practical terms, enacting States may wish to prescribe the manner in which the parties will sign or otherwise authenticate a procurement contract concluded electronically, in accordance with their laws on electronic commerce.

Under this mechanism, the Procurement Service monitors the overall financial obligation against the contract ceiling amount of the respective systems contracts in order to take corrective action, if and where necessary, in a timely manner.

According to Canal de Moçambique, however, the government might have legal grounds for awarding the surveillance contract without a public competition, given that the country's procurement law treats certain national security concerns as an exception. But this still wouldn't justify the decision to award the contract to Guebuza s son, given the possible conflict of interest.

Articles 36 (2)(a) and (b) of the Model Law provide that the solicitation documents may require the supplier or contractor whose tender has been accepted to sign a written procurement contract conforming to the tender.

As regards the acceptance of tenders and entry into force of a procurement contract, the Working Group concluded that no specific provision to enable these matters to be handled electronically was needed in the Model Law.
