The government of Afghanistan is ready to settle its outstanding contributions to the UNIO budget as stipulated in the payment plan that my government signed on 21 May 2004.

Multi year payment plans remained the most useful tool for helping countries with economic hardships to meet their financial obligations to the United Nations.

On 21 May 2004, Afghanistan signed a payment plan agreement of five years' duration covering these arrears and has since then fully met its financial obligations stipulated therein.

Mr. Al Battawi (Iraq) said that multi year payment plans were a good method of paying off arrears and securing fulfilment of Member States' obligations to the Organization.

Outstanding problems

The Committee noted Guinea Bissau's intention to establish a multi year payment plan and encouraged it to submit such a plan as soon as possible, so as once again to reduce its outstanding assessed contributions.

Evidence is presented above on reporting false figures about salaries, i.e., decreases in numbers are reported in order to have decreased payment obligations in respect to taxes and contributions.
