With formal tariffs already so low, negotiators will focus largely on non tariff barriers such as regulatory barriers.

Tariffs have fallen, although non tariff barriers and preferential agreements have been on the rise.

With the reduction in tariffs, non tariff barriers are increasingly becoming front stage market access concerns.

For example, the Trade Map analysed present export markets and provided market specific information on, for instance, tariffs and non tariff barriers.

The markets of industrialized countries are blocked by protectionist tariffs and by non tariff barriers, which impede access to them by the rest of the world.

Non Tariff Barriers

A successful Doha Round will reduce and eliminate tariffs and other barriers on farm and industrial goods.

In the case of manufactured products, which accounted for nearly 60 per cent of world trade, it had been agreed to improve market access, reduce tariffs by means of a formula to cut higher tariffs first, and to revert to the question of non tariff barriers.

So long as developed countries do not fully liberalize their markets by reducing high tariffs and removing non tariff barriers to trade, developing countries will continue to face decreased access to markets in rich countries.

The agricultural sector is protected through high tariffs, tariff picks, tariff escalation and non tariff barriers in many developed countries, and market access is often denied to products from developing countries, including landlocked developing countries.

In this regard it is urgent to eliminate high tariffs, tariff picks, tariff escalation, non tariff barriers, export subsidies and to substantially reduce trade distorting domestic support for protecting the agricultural sector of developed countries.

Their exports today face a variety of barriers in their major markets, including non tariff trade barriers and other non tariff measures.

It will also take up non tariff barriers.

With regard to EPPs, given the difficulties in capturing some of these in the HS and the low tariffs that often prevail, it may prove more productive to focus the discussions and negotiations largely on non tariff barriers.

Furthermore, the EU s non discriminatory tariffs are fully applicable to only nine trading partners.

While both parties aim to eliminate remaining tariffs on bilateral trade, they are particularly eager to reduce the thicket of non tariff barriers mainly competing technical and sanitary standards and regulations that have stifled development of the bilateral economic relationship.

A number of other areas of WTO work are relevant to the distribution sector, namely trade facilitation, SPS measures, TBT, non tariff barriers, subsidies and tariffs, all of which give rise to complex questions and the need for further analysis.

While quantitative restrictions have been banished, properly identifying, defining, classifying and disciplining a plethora of non tariff barriers and market entry barriers pose a major challenge.

When progress is not being made, non tariff barriers grow like weeds in response to domestic interests.

Improving market access involved not only tariff reduction but also relaxation of non tariff barriers and rules of origin.

However, more work is needed to find or create the appropriate tariff headings and to address non tariff barriers.

For instance, WTO Members may choose to categorize non tariff barriers affecting EPPs as those that are more issue specific, e.g. technical barriers to trade (TBT), customs procedures and rules, or more sector specific.

The current trend is quite evident companies world wide are facing a growing number of non tariff barriers to exports.

Thus, for instance, bound tariffs (i.e., agreed ceilings) allow countries to raise actual tariffs, which are often lower, without restraint.

Meaningful improvements in market access will require the elimination of non tariff barriers to exports of interest to landlocked developing countries.

Inconclusive discussions have also been held on non tariff barriers, which are also being discussed in the negotiations on WTO rules.

The Doha Ministerial Declaration (DMD) called for the reduction or, as appropriate, elimination of tariff and non tariff barriers to EGS.

Can Green Trade Tariffs Combat Climate Change?

(iv) The number of countries that have adopted investment and trade liberalization policies, including the removal of physical and non physical barriers.

At its ninth session, held in Geneva on 14 18 March 2005, the Commission on Trade in Goods and Services, and Commodities concluded that UNCTAD should examine the effects of non tariff barriers and decided, in accordance with the São Paulo Consensus, to convene an expert meeting on non tariff barriers (NTBs).

Monetary experts argued that an agreement on currency stabilization would be highly desirable, but that it required a prior agreement on the dismantling of trade barriers all the high tariffs and quotas that had been introduced in the course of the depression.

We call for better access to markets, in particular preferential markets with lowered tariff and non tariff barriers to trade with industrialized countries.
