The NPT is an irreplaceable multilateral instrument for maintaining and reinforcing international peace, security and stability.

The United Nations is today, without doubt, the most powerful and inclusive multilateral instrument available to international society.

The Treaty on the Non Proliferation of Nuclear Weapons is a seminal instrument in the field of global, multilateral non proliferation.

Non proliferation and disarmament were complementary, and the Treaty was the only multilateral instrument obligating States parties to adopt nuclear disarmament measures.

The 1982 United Nations Convention on the Law of the Sea is an extremely important instrument for ensuring effective multilateral cooperation on the high seas.

There was also a pressing need for a legally binding multilateral instrument on security assurances, called for by both the 1995 and the 2000 Review Conferences.

We have an obligation to maintain the integrity of this carefully crafted multilateral instrument, and we reaffirm our commitment to its mutually supportive rights and obligations.

In that regard, we urge the need to set up a subsidiary body in our conference to conduct discussions leading to a multilateral instrument of an appropriate nature.

However, since it was the only multilateral legal instrument intended to bring about a world free of nuclear weapons, the Treaty must not be allowed to be weakened.

By providing a multilateral verification mechanism for this instrument, a climate of trust and transparency could be created among States parties with regard to compliance with the obligations undertaken.

This multilateral legal instrument contains binding obligations on all the States Parties and specific obligations for countries of origin and destination of children who are the victims of child trafficking.

The sole universally applicable multilateral instrument in this area is the Set of Multilaterally Agreed Equitable Principles and Rules for the Control of Restrictive Business Practices (Set), negotiated under the auspices of UNCTAD.

This new instrument will allow Contracting Parties to cooperate on a multilateral basis by providing each other assistance and to exchange essential data to identify high risk consignments of goods prior to their arrival.

Moreover, it reiterates that citizens of a State may not demand the separate application of provisions in bilateral or multilateral instruments without regard to the rest of the instrument and the other contracting States.

The most effective and sustainable way of strengthening the Biological Weapons Convention is through multilateral negotiations aimed at concluding a legally binding international instrument that allows for the verification of compliance with all its provisions.

The establishment of a universal, open and rules based multilateral trading system was an essential instrument for promoting economic development, facilitating the integration of the developing countries in the global economy, and eradicating poverty throughout the world.

The thematic trust fund (TTF) instrument, introduced in late 2001, was designed as a flexible, agile co financing modality to support development work that cannot be funded from regular resources or from other multilateral or bilateral sources.

Perhaps more than anyone else, he has been aware of the dire need to preserve and strengthen the United Nations as the only multilateral universal instrument for addressing and resolving the multifaceted and increasingly complex crises that affect humanity.
