Allow me to speak on the subject of the marine environment.

C. The protection of marine environment and biodiversity in the Area

Marine reptiles are reptiles which have become secondarily adapted for an aquatic or semi aquatic life in a marine environment.

The programme promoted the reduction of marine casualties, the elimination of substandard shipping and the protection of the marine environment.

Marine debris, also referred to as marine litter, is any persistent, manufactured or processed solid material discarded, disposed of or abandoned in the marine and coastal environment. Chapter X.B.

As long as the input of non degradable litter into the marine environment continues, the result will be increased quantities of marine litter in the coastal and marine environments.

The representative of the Permanent South Pacific Commission said that its plan of action to protect the marine environment, including vulnerable marine ecosystems, and the Convention for the Protection of the Marine Environment and Coastal Area of the South East Pacific and its Protocols provided the basis for action with respect to marine debris.

My statement will focus on three issues that are of major concern to Kenya namely, capacity building, marine safety and security, and the marine environment.

One delegation highlighted the relationship between current and past areas of focus, such as protection and preservation of the marine environment and vulnerable marine ecosystems.

My delegation attaches great significance to the marine environment and supports the implementation of Part XII of the Convention, which deals with the protection and preservation of the marine environment and resources from pollution and physical degradation.

And yet, marine debris has disastrous consequences for the environment, the economy, security and health.

Callum Roberts, Professor in Marine Conservation Biology, Environment Department, University of York, United Kingdom, explained how marine reserves could benefit fisheries and ecosystem recovery and stability.

Considering the very slow rate of degradation of most marine litter items, a continuous input of large quantities of marine litter will result in a gradual increase of litter in the coastal and marine environment.

There is a need to differentiate between measures aimed at preventing marine litter at the source and measures taken to deal with marine litter once it is already present in the marine and coastal environment.

It provides guidance to protect the marine environment by ensuring the sustainable use of marine resources, and it contains provisions for dealing with crimes committed at sea.

Surrounded by the sea, Japan considers the preservation of the marine environment to be extremely important.

One delegation noted that, as different types of marine debris have various effects on the marine environment, it would be inappropriate for the international community to declare a comprehensive ban on the discharge of marine debris.

45. Urges all States to implement the Global Programme of Action for the Protection of the Marine Environment from Land based ActivitiesA 51 116, annex II. and to accelerate activity to safeguard the marine environment against pollution and physical degradation

The United Nations Environment Program s (UNEP) Global Environment Outlook concluded that three quarters of marine fisheries are exploited up to, or beyond, their maximum capacity.

Therefore, concerned at the persistent signs of deterioration of the marine environment, we recognize the need to take urgent conservation measures in vulnerable marine ecosystems, such as seamounts.

While the main problems related to the marine environment and to marine resources are within national zones, there are also obvious and huge challenges on the high seas.

(c) A preliminary assessment of the possible impact of the proposed exploration activities on the marine environment

II The Global Programme of Action for the Protection of the Marine Environment from Land based Activities

The Programme of Action is the global mechanism aimed at addressing the linkages between freshwater and the coastal and marine environment and the significant impacts on human health, poverty alleviation and food security from the continued degradation of the coastal and marine environment.

Although humans cause the greatest threat to our marine environment, humans also have the ability to create effective management plans that will be the key to successful marine conservation.
