Juvenile justice reform in Lebanon

The Committee welcomes the establishment of a specific juvenile justice system under the Law on Juvenile Justice of 19 April 1996.

Furthermore, at the national level, a juvenile justice inter agency working group has been created to promote action on juvenile justice areas.

United Nations Coordination Panel on Technical Advice and Assistance in Juvenile Justice

It has been difficult for some countries in the Caribbean to employ restorative processes for juvenile offending in part because an established juvenile justice system is lacking.

The Juvenile Justice Code and the Law on Prisons and Detention Centres were also adopted.

In 2004, over 70 per cent of UNICEF country offices were active on juvenile justice issues.

The Committee is deeply concerned about the lack of a juvenile justice system in the country.

The meeting will include a general debate on juvenile justice reform in societies emerging from conflict and in countries with economies in transition and a presentation of a number of juvenile justice products developed by the different members in that area.

Juvenile justice was placed in the context of ensuring social justice for all children, and crime was examined in relation to abuse of power.

Several speakers also discussed an array of initiatives relating to juvenile justice, as well as measures designed to discourage youth crime and address juvenile delinquency in a holistic and comprehensive manner.

Penal Reform International provides region wide technical assistance on juvenile justice in the Middle East and North Africa.

They stress that most current juvenile justice systems are more punitive rather than corrective, which is detrimental to rehabilitation.

Interest has also been expressed by the Government of Viet Nam in assistance in the area of juvenile justice.

Current projects cover a variety of areas, including juvenile justice reform, penal reform and victim support, as described below.

In the period 1996 1997, a juvenile justice reform programme was put in place that included the establishment of a department for minors within the Ministry of Justice.

(b) To support appropriate investigations throughout Somalia in order to combat impunity, to bring perpetrators to justice, and to establish an effective, efficient and non gender biased justice system, including the juvenile justice system

Indicators on juvenile justice and formal care were developed by a wide range of partners and field tested in 2004.

UNODC supported the creation of houses of justice to strengthen the roles of civil servants and provide capacity building by means of micro projects on juvenile justice in Senegal.

Three new projects in justice and the rule of law support the master plan of the Afghan Judicial Reform Commission in the reform of the criminal justice system, the penitentiary system and the juvenile justice system.

The talk shows addressed the issues of honour killings, dowry, violence against women, juvenile justice, jail reforms, child labour and minority rights.

Efficient administration of juvenile justice was hampered by the absence of a coordinating body and the lack of an effective system for gathering information.

The independent expert also met government officials, legislators, members of the judiciary and local authorities to discuss approaches to gang violence and juvenile justice.

The Caracas Declaration contained recommendations for standard minimum rules for juvenile justice, public participation in crime prevention, improved statistics and eradication of extralegal executions.
