National training programmes for customs officers implemented by UNEP are using a Country Handbook on ODS Legislation and Import Export Licensing System, in addition to the Training Manual for Customs Officers developed by UNEP.

The Law on Licensing,

Article VI.4 of the General Agreement on Trade in Services mandates the development of disciplines to ensure that measures relating to qualification requirements and procedures, technical standards and licensing requirements and procedures do not constitute unnecessary barriers to trade in services.

One reason is that phase I of the customs training projects may not start before the national import licensing system is in place, and the preparation of the relevant legal acts is generally a rather lengthy process.

The decision also encouraged all the remaining Parties to the Montreal Protocol that had not yet ratified the Montreal Amendment to ratify it and to establish import and export licensing systems if they had not yet done so.
