The United Nations Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects states that Governments bear the primary responsibility to combat the illicit trade in small arms and light weapons.

Vigorous action to stem the proliferation of and illicit trade in small arms and light weapons also contributes to saving children from the horrors of war.

Member States have achieved considerable progress in the implementation of the Action Plan against Illicit Manufacture, Trafficking and Abuse of Amphetamine type Stimulants and Their Precursors.

Such action should be combined with efforts to raise awareness of the ATS problem, to reduce illicit drug demand and to prevent drug experimentation by youth.

The Congolese Government, by Order No. 003 of 31 March 2003, set up a Focal Point to coordinate action to combat illicit trafficking in small arms and light weapons.

In our view, the United Nations Programme of Action on small arms, which was adopted in 2001, is the most comprehensive framework to deal with the illicit trade in small arms.

Furthermore, the Plenary requested all Participants to take action, as appropriate, against any of their nationals or companies found to be involved in illicit diamond trade or production in Côte d'Ivoire.
