28. The Financial Regulations and Rules of the United Nations shall apply to the administration of the Fund. The Fund shall be subject to the auditing procedures provided therein.

Comment by the Administration. The Pension Fund indicates that this is not within its remit but is incumbent upon the United Nations Secretariat.

The shortfall was met from the Pitcairn Investment Fund, which was managed by an asset management company on behalf of the Pitcairn Administration.

US President George W. Bush s administration provided strong and important support for the Global Fund and also created new US programs to fight AIDS and malaria.

The Information Management Systems Service is responsible for all information and communication technology (ICT) related to the Fund, including information systems, computer operations and database administration.

In paragraph 160, the Administration agreed with the Board's recommendation that it revisit its strategy for raising funds to ensure the sustainability of trust fund programmes.

Concerning the proposed Central Emergency Response Fund, further details need to be articulated with regard to the scale of financing in the grant component, recommendations for loan and grant facilities, the operation of the Fund, and its administration and management procedures.

The audit reports continue to be critical of the controls in place in the spending ministries, the United States agencies in respect of the outstanding commitments using Development Fund for Iraq resources and the Iraqi administration of Development Fund resources.

It has also enabled UNODC to gradually harmonize its policies and procedures concerning the administration of technical cooperation projects managed under the Fund of the United Nations International Drug Control Programme and under the United Nations Crime Prevention and Criminal Justice Fund.

With the appointment of the Ituri district administration by the Transitional Government, the trust fund to support the Ituri Pacification Commission established in July 2003 accomplished its purpose.

14. Notes with satisfaction the conclusion of an arrangement between the United Nations and the Food and Agriculture Organization of the United Nations regarding the administration of the Assistance Fund

Comment by the Administration. The outstanding dispute between UNDP with the Office of Legal Affairs and the United Nations Children's Fund (UNICEF) was resolved in the first quarter of 2005.

Comment by the Administration. As regards item (a) above, the Pension Fund will be implementing the requested changes in conjunction with the finalization of the accounting manual by June 2005.

The Administration informed the Board, in line with regulation 5.11, that no ex gratia payments had been charged against the capital master plan fund during the year ended 31 December 2004.

Supplementary Fund and Special Fund

Following consultations with the donors, I have authorized the use of the remaining balance of contributions to the trust fund in the amount of some 67,700 to support the Ituri district administration.

Comment by the Administration. As at March 2005, the Fund was evaluating responses from potential candidates to a request for proposal for a global custodian acting also as a master record keeper.
