The Convention against Terrorist Bombings and the Convention against the Financing of Terrorism are especially significant instruments.

Many countries still need to improve their defenses and implement the 16 counter terrorism instruments established by the United Nations, including the convention against terrorist financing.

If we accept the logic behind the more pragmatic and ambitious philosophy of international aid that underpins the United Nations Millennium Declaration, we must quickly adapt our instruments to ensure more sustainable and predictable modes of financing.

Moreover, the two most recent instruments, the Convention against Terrorist Bombings and the Convention against the Financing of Terrorism, achieve an important policy resolution by specifically abolishing the political offence exception with regard to the defined offences.
