Considerable difficulties remain, notably in accessing external funding.

Market access and both public and private external funding are also needed to complement efforts at the domestic level.

They need to find ways for the long term financing of biodiversity conservation, which is currently financed mostly through external funding.

Meanwhile, high levels of past exposure and weakening creditor coordination are undermining the availability of external funding, including from the International Monetary Fund.
