Internal oversight mechanisms assist the Executive Heads of United Nations system organizations in carrying out their responsibilities and external oversight bodies assist member States in reviewing the management and proper functioning of the organizations.

This external dependence increases their vulnerability to external economic threats and shocks.

For government agencies, external stakeholders include tax payers, higher level government agencies, and international lending bodies such as the International Monetary Fund, the World Bank, various economic agencies of the United Nations, and development banks.

23.59 Significant external factors that may affect the achievement of the expected accomplishments are a reduced level of voluntary contributions and actions that may be taken by United Nations intergovernmental bodies on mandates and activities.

(e) IAPWG needs to interact more with other entities in the public and private procurement sector and relevant academic bodies so that it is kept abreast of practice, innovations and trends in the external environment.
