Control of substances

Concerning control of substances, the Assembly encouraged States to establish or strengthen mechanisms and procedures to ensure strict control of substances listed in the international drug control treaties and used to manufacture illicit drugs of natural and synthetic origin.

(i) Implementing efficient legal systems to control and monitor imports and exports of ozone depleting substances

Recognizing that those substances not under international control could be diverted into illicit channels,

Customs Procedures Regarding actual customs control of imported substances containing ODS, detailed regulations and screening procedures are in place.

Over one third of the responding Governments (33 per cent) took measures to control substances not covered by the international drug control conventions, but for which special surveillance had been recommended.

In addition, the secretariat of the International Narcotics Control Board manages the control system for internationally controlled narcotic drugs, psychotropic substances and precursors, providing expert advice to the Board and Member States.

These measures related in particular to those substances included in the limited international special surveillance list established by the International Narcotics Control Board.

The Single Convention on Narcotic Drugs of 1961, the Convention on Psychotropic Substances of 1971 and the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988, which have been ratified by nearly all Member States, provide the legal framework for international drug control.

Developing coastal States need support in enhancing their control measures in order to effectively combat the use of maritime transport by illicit traffickers of narcotic drugs and psychotropic substances.

Recognizing that the abuse of a number of substances that are not controlled under the international drug control treaties and that may pose a public health threat comparable to the threat posed by the substances already controlled under those treaties has emerged in recent years in several regions of the world,

2.9.c Harmful and dangerous substances and the movement of such substances are governed by Regulation No. 43 (1999), which defines procedures for movement, transportation and elimination of such substances, which are subdivided into harmful, dangerous, prohibited, useful substances and waste products.

The Andean Cooperation Plan for the Control of Illegal Drugs and Related Offences outlined measures for strengthening and regulating the fight against drugs and included a list of controlled chemical substances.

It contains provisions for facilitating research, public awareness, and the development and exchange of information related to best technologies, alternative substances and processes, and costs and benefits of relevant control strategies.

Furthermore, the Control of Substances Hazardous to Health Regulations 2002 (as amended) (COSHH) regulation 7(10) Schedule 3 paragraph 6 requires notification (to HSE) of consignments of Hazard Group 4 biological agents.

Sami abused substances.

The control measures applicable to Parties operating under Article 5 of the Protocol in 2001 required a freeze in consumption of Annex A, group I (CFC) substances over the control periods 1 July 2000 30 June 2001 and 1 July 2001 31 December 2002.

Encourages Member States to take preventive measures to control latent precursors that may be converted into drugs liable to abuse before those precursors are placed under the control of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988.

(d) The transport of infectious substances

It will also be responsible for drawing up the lists of chemical substances whose production, use, transport, import and export by the companies and industries requiring them is subject to control.

ODS ozone depleting substances

The Convention on Psychotropic Substances of 1971 is a United Nations treaty designed to control psychoactive drugs such as amphetamines, barbiturates, benzodiazepines, and psychedelics signed in Vienna, Austria on 21 February 1971.
