In the letter you indicated that the Commission would like to receive the legal opinion before the next session of the Commission, which will be held from 29 August to 16 September 2005.

In reply to this request, I hereby inform you that the Commission is fully operational as from today, 16 June 2005.

As you are aware, on 16 May I appointed Mr. Detlev Mehlis as Commissioner to head the work of the Commission.

Nevertheless, the Commission requires the Sub Commission to address urgent situations.

The Commission and the Sub Commission, however, have very general mandates.
