Support for development of the Border Patrol Unit

Military training advisers are primarily responsible for facilitating relations between the Border Patrol Unit and its Indonesian counterpart, while police training advisers provide training and mentoring to the Border Patrol Unit.

Similar visits have commenced to all district headquarters of the Border Patrol Unit.

The officers would also contribute to capacity building of the Border Patrol Unit and monitor security related developments along the border.

In January, they then began to assist the trainers in the training of all border patrol officers in their respective border district areas.

Border management and control. The performance of the Border Patrol Unit has improved, but it still lacks sufficient capacity to manage border affairs and to interact with the Indonesian national army on its own.

In accordance with their coordination role, UNOTIL military advisers supported several tactical level meetings between the Border Patrol Unit and its Indonesian counterpart at various junction points along the border.

The relationship between the Indonesian Armed Forces and the Border Patrol Unit continued to develop with assistance from the Military Liaison Group.

The Royal Brunei Armed Forces and the Royal Brunei Police Force oversee the land border and maritime security through systematic patrol operations.

However, the border patrol officers do not yet have the capacity to perform professional tasks at the desired level of proficiency and competence.

The advisers are mandated, inter alia, to assist the Timorese police in developing procedures and training programmes for the Border Patrol Unit and to assist the Government in coordinating contacts with the Indonesian military, with the objective of enabling the Border Patrol Unit to assume full responsibility for such coordination as soon as possible.

He's the viceroy. He has to decide on tax policy, on currency, on border patrol, on policing. He has to make all these judgments.

With regard to UNOTIL assistance to the development of the Border Patrol Unit, the mandate provides for 15 military officers and 20 additional advisers.

In border areas in particular, UNHCR is working to support the Border Patrol Unit in the reception of asylum seekers, the implementation of effective refugee status determination procedures, and the extension of protection to these groups.

Additional training on another six specialized subjects will be provided by the UNMISET military liaison officers, to further enhance the skills of the border patrol officers.

The latter positions will be filled by police training advisers, who will focus on imparting policing skills to the Border Patrol Unit, particularly in relation to information gathering and analysis, counter terrorism and investigation of border related crimes.

In fact, the government inexplicably replaced regular army troops with border police in 2010 to patrol the mountain ringed plateau into which the PLA has now intruded.

On 21 April, however, the Border Patrol Unit exchanged gunfire with Indonesian military personnel, who were reportedly pursuing a group of smugglers at the Tactical Coordination Line.

In the implementation of the mandate of UNOTIL, 15 military advisers will undertake the following activities in support of the development of the Border Patrol Unit's capacity

The presence of United Nations military liaison officers would be necessary to strengthen the capacities of the Border Patrol Unit to ultimately take on the required tasks.

Patrolling within the five kilometre zone has been limited to members of the military liaison group, who operate side by side with the Timorese Border Patrol Unit.

A joint concept of operations was developed to ensure close cooperation between the police and the military training advisers tasked with further development of the Border Patrol Unit.

(b) Assist UNOTIL police advisers (20) with institutional capacity building, through training, mentoring and regular evaluation, to bring about organizational and attitudinal change within the Border Patrol Unit.

With regard to UNOTIL assistance to the development of the Border Patrol Unit, the mandate provides for up to 35 additional advisers, of whom 15 may be military advisers.

As a capacity and confidence building measure, the Military Liaison Group supported the Border Patrol Unit in its interaction with its Indonesian counterparts, at the strategic and operational levels.

UNOTIL police and military advisers jointly visited all Border Patrol Unit posts, where they gave guidance to officers in the management of operational information and other aspects of their work.

Therefore, the Government has asked for the return of the Coast Guard and advocates for a permanent presence of the United States Customs and Border Patrol on the Islands.45

At a fourth round of negotiations held at Motaain on 13 July, the Border Patrol Unit engaged in direct dialogue with the Indonesian army, reflecting the Unit's increased competence and confidence.

(c) Up to 40 police advisers to support further development of the police, and 20 additional police advisers and 15 military advisers to support the development of the Border Patrol Unit

UNMISET military liaison officers have facilitated two meetings between the Border Patrol Unit and the Indonesian Armed Forces to exchange information and continue to assist both sides to conduct an impartial investigation.

The activities of the military advisers and the 20 additional UNOTIL police advisers, who will assume the primary role for the training and mentoring of the Border Patrol Unit, will be closely coordinated.

Agreement was reached on the need to develop the managerial leadership of the Timorese police improve the integration and coordination of bilateral and multilateral assistance to the police and enhance the accountability of the police and ensure effective border management by the Border Patrol Unit and the Indonesian army.

Their activities are primarily targeted at the specialized units of the Timorese police, which include the Police Reserve Unit, the Rapid Intervention Unit and the Marine Unit, in addition to the Border Patrol Unit.

As reported in paragraph 10 above, the second meeting of the consultative group, which took place on 26 July, addressed issues related to further development of the Timorese national police, including the Border Patrol Unit.

Unlike prison perimeters, borders can be thousands of miles long, which makes them difficult to monitor properly. The US employs more than 20,000 Border Patrol agents but even if they were all on duty at the same time, each would need to guard a 1,700 foot section of the border.

On 25 April, there were reports of attempted cattle raids by a group that entered Timor Leste near the village of Napan, in Oecussi, and which dispersed following the arrival of the Timorese Border Patrol Unit.

The Council mandated UNOTIL to support the development of critical State institutions, to support further development of the police and the Border Patrol Unit and to provide training in observance of democratic governance and human rights.

5.8 With regard to the author's security, a police patrol book has been placed at his residence and police patrol have been directed to visit his residence day and night and to record their visits in the police patrol book.

On 31 August, a United Nations patrol encountered a company size Turkish Forces patrol inside the buffer zone in the same area and asked them to leave.

On 1 October 2004, the ICFD began coastal patrol operations.

With continued support from the UNOTIL military training advisers, the Border Patrol Unit has begun to engage in direct dialogue with its Indonesian counterpart, which bodes well for their future interaction once the UNOTIL mandate comes to an end.
