Noting with satisfaction that the Standard Rules on the Equalization of the Opportunities for Persons with Disabilities play an increasingly important role in the equalization of opportunities for persons with disabilities,

Whereas the World Programme of Action concerning Disabled Persons calls for across the board mainstreaming of a disability perspective in the development agenda, the United Nations international and national development frameworks contain no reference to the equalization of opportunities for persons with disabilities.

In October 2004, Canada's First Ministers agreed to change both Equalization and TFF.

Equalization of opportunities for all is the central theme of both the World Programme of Action and the Standard Rules.

Global survey on Government actions for the implementation of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities

In November 2003, the Council of Ministers enacted the decision on acceptance of standard rules for equalization of opportunities for disabled persons.

In paragraph 47 of its report, the Board recommends that the Administration apply the provisions of regulation 4.12 of the Financial Regulations and Rules of the United Nations by crediting the balance of the tax equalization accounts of a Member State against the assessed contributions due from that Member State in the following year.

Recalling also its resolutions on the Standard Rules on the Equalization of Opportunities for Persons with Disabilities,Resolution 48 96, annex.

The other important advantage of the above mentioned access techniques is that they require less complexity for equalization at the receiver.

While some data are available on prevention and rehabilitation, there are virtually none on issues related to the equalization of opportunities.

The Central Board of Film Censors, Censor Board for Private Productions, the Advertising Censor Board, the Drama Censor Board all have representation of women.

Transfers are provided by way of four major programs Equalization, Territorial Formula Financing (TFF), the Canada Health Transfer and the Canada Social Transfer.

The survey is a comprehensive, detailed document, inclusive of every procedure Governments have agreed to implement in fulfilment of their commitment to the equalization of opportunities.

Mexico adopted the General Law of Persons with Disabilities, establishing that all public policies on disability must be based on equity, justice and equalization of opportunities.

In areas where resources are scarce, data on education and employment status of persons with disabilities can serve as proxy data for the equalization of opportunities.

This is an added advantage especially in the MIMO environments since the spatial multiplexing transmission of MIMO systems inherently require high complexity equalization at the receiver.

Under the new framework, the overall level of Equalization and Territorial Formula Financing will be guaranteed and not subject to fluctuations from changes to economic data.
