Equalization of opportunities for all is the central theme of both the World Programme of Action and the Standard Rules.

Global survey on Government actions for the implementation of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities

In November 2003, the Council of Ministers enacted the decision on acceptance of standard rules for equalization of opportunities for disabled persons.

Recalling also its resolutions on the Standard Rules on the Equalization of Opportunities for Persons with Disabilities,Resolution 48 96, annex.

While some data are available on prevention and rehabilitation, there are virtually none on issues related to the equalization of opportunities.

The survey is a comprehensive, detailed document, inclusive of every procedure Governments have agreed to implement in fulfilment of their commitment to the equalization of opportunities.

Mexico adopted the General Law of Persons with Disabilities, establishing that all public policies on disability must be based on equity, justice and equalization of opportunities.

In areas where resources are scarce, data on education and employment status of persons with disabilities can serve as proxy data for the equalization of opportunities.

(j) Use the survey as a tool to encourage dialogue at the national and regional levels between disabled persons' organizations and Governments around the issues of equalization of opportunities.

Report of the Special Rapporteur on Disability of the Commission for Social Development on monitoring of the implementation of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities

It is widely agreed that the application of the principles expressed in the Rules has greatly contributed to the dissemination of best practices on equalization of opportunities for persons with disabilities.

In relation to the continuous monitoring and evaluation of the implementation of national programmes and services concerning the equalization of opportunities for persons with disabilities, the survey had the following results.

Recalling further all of its relevant resolutions on the equalization of opportunities for and the human rights of persons with disabilities, and those of the Economic and Social Council and its functional commissions,

In addition to the survey, the past year included activities at all levels to monitor and further the implementation of the Standard Rules for the Equalization of Opportunities for Persons with Disabilities.

This is my third report to the Commission for Social Development on the progress of Member States in the implementation of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities.

The symposium was instrumental in launching an inter and intraregional, as well as intercultural dialogue on the equalization of opportunities, together with a dialogue between persons with disabilities and members of Arab parliaments.

2. Welcomes the work of the Special Rapporteur on disability of the Commission for Social Development to promote the full enjoyment of all human rights by, and the equalization of opportunities for, persons with disabilities

3 There was a total of 408 procedures and conditions which, taken together, would constitute the ideal level of adherence to the spirit, letter and philosophy of the equalization of opportunities and the Standard Rules.

Drawing on the experience gained during the United Nations Decade of Disabled Persons (1983 1992), the General Assembly adopted the Standard Rules on the Equalization of Opportunities for Persons with Disabilities in December 1993.

The following section reviews measures that were implemented to further the equalization of opportunities for persons with disabilities in the period since the fourth five year review and appraisal of the World Programme of Action.

The Standard Rules comprise 22 rules that address all aspects of life of persons with disabilities and provide for a continuum of interventions that are critical to the equalization of opportunities for all persons with disabilities.

Also at the same meeting, the Council adopted draft resolution I recommended by the Commission,15 entitled Further promotion of equalization of opportunities by, for and with persons with disabilities, and protection of their human rights .

2. Urges Governments, intergovernmental organizations and non governmental organizations to take practical action to create greater awareness and support for the further implementation of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities

I invite and encourage all Member States to make contributions to the United Nations Voluntary Fund for Disability in order to continue the valuable work of promoting and advancing the equalization of opportunities for persons with disabilities.

Recalling its resolutions 2002 26 of 24 July 2002 and 2004 15 of 21 July 2004 on further promotion of equalization of opportunities by, for and with persons with disabilities and protection of the human rights of persons with disabilities,

When assessing the equalization of opportunities, it is useful to compare both longitudinal data on persons with disabilities and data comparing persons with and without disabilities on key social and economic characteristics at one point in time.

Respondents were asked whether Governments recognized the importance of accessibility in the process of the equalization of opportunities in all spheres of society, through programmes to make the physical environment accessible and measures to provide access to information and communication.

(d) Promoting and strengthening national capacities for participatory, democratic and accountable processes and mechanisms that further the equalization of opportunities for the full and effective participation of persons with disabilities in civil and political, economic, social and cultural life

Recognizing the strong commitment of Governments to the equalization of opportunities and to the rights of persons with disabilities and the promotion and protection of the full enjoyment of all human rights by persons with disabilities, including in the context of development,

Whereas the World Programme of Action concerning Disabled Persons calls for across the board mainstreaming of a disability perspective in the development agenda, the United Nations international and national development frameworks contain no reference to the equalization of opportunities for persons with disabilities.

It is based on the vision of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities, and encompasses the duties of the Special Rapporteur relating to the monitoring of Governments' implementation of the Rules, as detailed in section IV of the Rules.

While continuing to monitor, assess, evaluate and advocate for more meaningful and deeper implementation of the Standard Rules, I have not lost sight of the fact that the ultimate goal of all the work being done is the equalization of opportunities for persons with disabilities.

(h) Take into account the Standard Rules on the Equalization of Opportunities for Persons with Disabilities (General Assembly resolution 48 96) and the Committee's recommendation adopted at its day of general discussion on the rights of children with disabilities (CRC C 69, paras. 310 339)

This recognition of diversity has given rise to a richer culture within the disability movement, but it also requires that we monitor the equalization of opportunities in different ways by applying a variety of methods and looking at it from different angles and dimensions.

Noting with satisfaction that the Standard Rules play an important role in influencing the promotion, formulation and evaluation of policies, plans, programmes and actions at the national, regional and international levels to further the equalization of opportunities by, for and with persons with disabilities,

The Standard Rules on the Equalization of Opportunities for Persons with Disabilities became a starting point for Bosnia and Herzegovina in its creation of policy for persons with disabilities, since the laws in effect are not fully in compliance with international conventions it had signed.

Several of the Goals such as those relating to poverty eradication, universal primary education and combating HIV AIDS are relevant to furthering the equalization of opportunities for persons with disabilities, since they are the ones most affected by poverty, illiteracy and inadequate health care.

While some countries are trying to perfect the conditions of equalization of opportunities for their disabled populations, there are other countries in which most have not been able to achieve basic human rights. This makes the job of monitoring the implementation of the Standard Rules extremely challenging.
