Results based financing is concerned with the delivery of national or sub national outputs, and could be used by developing country governments (national or local), public agencies, or development agencies as incentive for the provision of goods or services, create or expand markets, or stimulate innovation.

B. Reimbursement for services provided to specialized agencies and others

The leader agencies should assist the agencies with legacy systems by providing them with services such as hosting, by assisting with the development of solutions, or by fully operating payroll for them.

Regulatory agencies Dozens of countries around the world have established regulatory agencies for infrastructure services, including often water supply and sanitation, in order to better protect consumers and to improve efficiency.

These directors have oversight of a particular service within the facility or system (surgical services, women's services, emergency services, critical care services, etc.).

Some, such as growth monitoring, day care services, preschool activities, or improved hygiene or health services, work directly with children.

Employment services and other State agencies are involved in resolving issues associated with labour and the daily lives of women.

They also cooperate with Local Agencies that provide social services and implement similar programmes, as well as with Health Units.

Any coercion exerted by official or private agencies is forbidden.

While the United Nations Office at Geneva (UNOG) provides procurement services to most of the United Nations entities located at Geneva, each of the specialized agencies and UNHCR maintain separate services.

Women who have become victims are provided with temporary shelter, counselling, medical assistance and information about services provided by various agencies.

UNICEF agrees to take further steps to encourage other United Nations agencies to use its procurement services and long term arrangements.

During 2004, WFP's Aviation Unit has provided short term air services at the request of United Nations agencies and has collaborated with UNHCR to agree on arrangements for long term air services.
