21.53 The outputs of the Administrative Services Division include the following

Within the Office, the Division of Administrative Services is responsible for providing those services and the implementation of the work programme under this section.

21.52 Programme support comprises the Administrative Services Division and the Programme Planning and Technical Cooperation Division.

In paragraph 29 of that resolution, the Assembly noted that the Administrative Law Unit had the multiple functions of administrative review, appeals, disciplinary matters and advisory services.

The Advisory Committee notes that a total of 91 new posts are requested under this component, including 1 in the office of the Chief Administrative Officer, 20 under administrative services, 27 under integrated support services and 43 in the Security Section.

17.1 The Administrative Services Division is headed by a Chief who is accountable to the Executive Secretary.

The services that UNOPS provides are (a) programme support and complex project management (b) loan administration and project supervision and (c) procurement of goods and services, including human resources administrative and advisory services.

The administrative office of the Tribunal would provide services to the secretariat of the Tribunal in connection with personnel, budgetary and financial administration and use of common services, together with the relating administrative support to the Tribunal when it is in session .

56 per cent of the administrative staff and 55 per cent of staff in general services were women.

It should be noted that costs for administrative and operational services (AOS) are now included in programme expenditure.

This includes upholding the rule of law through administrative and civil services and through legal and judicial institutions.

With regard to potential conflicts of interest, the Assembly noted that the Administrative Law Unit has the multiple functions of administrative review, appeals, handling disciplinary matters and provision of advisory services.

Communications, client services, training of staff, including the administrative staff of the member organizations, are recent additions to these responsibilities.

Administrative and financial services programme assists the Executive Secretary in the planning, development, coordination, control and management of the secretariat's resources.

Until 2001, all administrative and public services were provided by Ascension Island Services, a joint venture partnership between the BBC World Service and Cable and Wireless, directed by a London Board of Users .

The principal recommendation of the report calling for the establishment of a single common administrative services unit to be managed by UNOV should, when implemented, also pool procurement services at this duty station.

The goods and services procured by the organizations in 2002 were mostly for internal administrative and programme requirements, with some major exceptions.

A total of 667 additional posts are requested as follows 32 for the Office of the Director of Administration 151 for Administrative Services 396 for Integrated Support Services and 88 for the Security Section.

Under the specific service agreements with UNEP and UN Habitat, the Office provides them with a full range of administrative and other support services.

Administrative Services (AS) is responsible for the overall administration of the secretariat, and in that capacity develops and manages the implementation of policies and systems in the areas of finance, budget, human resources, procurement, and general services.
