As a consequence, the author claims that he does not enjoy the same special legal and constitutional status as all other Aboriginal peoples of Canada enjoying Aboriginal or treaty rights.

In February 2000, the Aboriginal Representative Workforce Council was established through the Aboriginal Employment Development Program.

According to the author, this treatment is contrary to that afforded to other aboriginal persons in Canada for whom the Constitution Act 1982 provides that aboriginal and treaty rights have priority over all other uses except for conservation.

Aboriginal land claims and agreements

The Government of Canada has demonstrated strong commitment to working with Aboriginal organizations and communities to address the disparity in health status between Aboriginal and non Aboriginal people in Canada.

The rights of Aboriginal women with respect to real property off reserve are covered by provincial family property and domestic violence legislation.

All the courts, including the Supreme Court of Canada, are bound by the constitutional recognition in 1982 of existing aboriginal rights only.

The PEI Department of Health and Social Services is gathering information relative to the Aboriginal Health Transition Fund, Aboriginal Blueprint process and the Aboriginal Human Resource initiative (see the Introduction to this report).

Federal Provincial Territorial Ministers responsible for Health and Aboriginal Affairs have been tasked to work in partnership with Aboriginal Leaders to develop the blueprint.

Beginning in October 2003, Alberta has posted the results of the Aboriginal Labour Force Survey for off reserve Aboriginal people on its Web site.

Both sources include all other types of Aboriginal communities.

Aboriginal people are of particular interest in this initiative.

PEI is participating in the Aboriginal Health Reporting Framework.

An Aboriginal Working Group was established in January 2003 to provide advice for successful implementation of the Provincial Diabetes Plan in First Nations, Aboriginal, Métis and Inuit communities.

The Committee is concerned about the abolition of the Aboriginal and Torres Strait Islander Commission (ATSIC), the main policymaking body in Aboriginal affairs consisting of elected indigenous representatives.

In meeting the labour market needs of Aboriginal people throughout Canada, the direct involvement of Aboriginal organizations and the emerging network of partnerships are among the Strategy's strongest hallmarks.

Established in 1998, the Aboriginal Languages Initiative (ALI) supports community and home initiatives for the revitalization and maintenance of Aboriginal languages leading to an increased number of speakers, the expansion of the areas in which Aboriginal languages are spoken in communities and inter generational transmission of the languages.

Second, a policy retreat was held on 31 May 2005 between the Prime Minister, members of the Cabinet Committee on Aboriginal Affairs and the leaders of five National Aboriginal organizations.

8.6 On 1 April 2003, the Committee therefore decided that the communication was admissible to the extent that the author was being deprived, under the sanction of criminal law, of the ability to exercise, individually and in community with other members of his aboriginal community, his aboriginal fishing rights which are an integral part of his culture.

So the culture, the northern aboriginal culture, traditionally has been highly seasonal.
