The COP and COP MOP rely on their Parties to extend hospitality to the sessions of the COP and COP MOP.

At the 1st meeting, on 28 November, the President recalled Article 13, paragraph 3, and Article 15, paragraph 3, of the Kyoto Protocol, which provide that in matters concerning the Protocol any member of the Bureau of the COP and the subsidiary bodies representing a Party to the Convention but, at that time, not a Party to the Protocol, shall be replaced by an additional member to be elected by and from among the Parties to the Protocol.

During such joint meetings, no decisions will be taken by either the COP or the COP MOP. The timing of the high level segment is to be decided.

Because proposals for adjustments and amendments were due to the Parties six months in advance of a Meeting of the Parties there was a need to have the TEAP reports at least seven months prior to Meetings of the Parties.

Multilateral treaties with neutral parties must clearly stand on a different footing from treaties between parties all of whom have been engaged in the war.

Synthesis of the submissions from Parties

The COP and GEF Council each adopt the MOU.

The SBI also noted that the secretariat had not received any offers from Parties to host COP 12 and COP MOP 2.

In electing the members of the enforcement branch, the Conference of the Parties serving as the meeting of the Parties to the Protocol shall be satisfied that the members have legal experience.

Positive feedback was given on in depth reviews (IDR) of Annex I Parties' national communications, inventory reviews and support for non Annex I Party national communications.

We are seeing the parties exercise a certain restraint.

Uganda is a strong proponent of multilateralism.

On a proposal by the President, the COP MOP decided to establish a contact group on this item, chaired by Ms. Daniela Stoycheva (Bulgaria), to report back to the COP MOP before the beginning of the high level segment on 7 December.

The close linkages between WHO and Ministries of Health should be further explored to facilitate reporting from both Parties and non Parties.

Instead, it maywould appear to be sufficient for the Conference of the Parties simply to note the Basel guidelines and to encourage Parties to implement them.

In response to a the Secretariat's May 2004 note from the Secretariat to the Parties on this subject, the Secretariat had received responses from 9 Parties.

Drafting further general comments to assist and promote the further implementation by States parties of the Covenant, and making the experience gained through the examination of States parties' reports available for the benefit of all States parties

It urged Parties to come forward with offers to host COP 12 and COP MOP 2, so that an appropriate decision could be adopted at COP 11.
