In December 2004, the General Assembly adopted resolution A 59 153 which requests TPB to intensify its efforts to provide technical assistance in preventing and combating terrorism, including training judicial and prosecutorial personnel, where appropriate, in the proper implementation of the universal anti terrorism instruments .

It is important that the CTED be staffed with experts who are able to bring with them a real understanding of the issues of counter terrorism.

The Prevention of Terrorism Act was based on the counter terrorism instruments to which Mauritius was a party and on counter terrorism legislation in the United Kingdom, India and Singapore.

Nevertheless, the issue of how to make a real difference against terrorism goes further than the work or the competence of the CTC alone.

Article 5 of the Law outlines the definitions for a terrorist act, the terrorist activity, a terrorist, fight against terrorism, counter terrorism action, Implementation Zone of Counter Terrorism Action, a hostage.

The Iraqi Counter Terrorism Bureau directs the Iraqi Counter Terrorism Command, which is a further military force answerable to the Prime Minister of Iraq directly.
