Follow up to action taken by the Commission

Action is taken on any human rights violations or infringements that do occur and the perpetrators are brought to justice.

Thus, the Council has an obligation to respond appropriately to the recommendations of the special procedures, and there should also be a role for the Council's Bureau in ensuring follow up to the decisions taken.

The working group might wish to consider the value of expressly including follow up procedures within a potential communications procedure and the nature of those procedures.

The participants also stressed the need for the Human Rights Council to respond to recommendations of special procedures and to ensure that its decisions were properly followed up.

For instance, we are developing a database, in coordination with the Office of Internal Oversight Services (OIOS), to track and monitor allegations and investigations, as well as follow up action.

For their part, participants also stressed the need for more effective follow up to the work of special procedures, including through the assistance of the High Commissioner.

In particular, participants encouraged the High Commissioner to follow up on the field missions of special procedures in her direct contacts with States.

Non governmental monitors need to scrutinize the proceedings to ensure that errors are identified early enough to be corrected.

The ongoing review of the special procedures system should continue to address the improvement of their working methods, in addition to issues such as the eligibility and selection of the mandate holders and the need to follow up on their recommendations.

Follow up initiatives by OHCHR were welcomed, including steps to involve UNCTs in follow up to country visits of special procedures.

The Coordination Committee, established at the twelfth annual meeting of special procedures, will play a pivotal part in this process, in particular, in updating the manual for special rapporteurs representatives experts and chairpersons of working groups of the special procedures of the Commission on Human Rights and of the advisory services programme .

Follow up

Ms. Hampson observed that it was important not only to receive complaints but also to follow up on remedial actions, an area for which NGO cooperation is essential.

That office will continue to conduct investigations on sexual exploitation and abuse allegations and will provide policy development and advice, training and advocacy, focusing primarily on preventive measures and assistance to victims as well as follow up on necessary actions.

We hope that the actions and decisions we take here in the General Assembly to follow up on our collective decisions at the summit will strengthen the Organization and enable it to achieve its objectives more fully.

Continuing the effort

The present document provides an update of further actions taken by UNFPA to follow up on the recommendations of the Board of Auditors as contained in document A 59 5 Add.7, noted above.

It is important to pursue implementation of the various initiatives, as the 1998 call for a Dialogue among Civilizations (resolution 53 22) continues to bear fruit and contribute to collective actions and reflection.

An open ended tripartite consultative group composed of representatives from Member States, the United Nations system, and non governmental organizations should be formed to follow up on the conclusions and recommendations of this Conference, with an emphasis on practical actions.
