The present note has been prepared by the secretariat to assist the COP at its seventh session to review activities undertaken by the Executive Secretary with respect to the follow up to the WSSD since the sixth session of the COP.

Explanatory memorandum

Scope of the note The annex to this note contains a proposal for a COP decision including a draft decision for adoption by the COP MOP at its first session.

The Board has requested the COP MOP to consider this issue and take steps to find a solution.

Tight deadlines have been established for review under the Kyoto Protocol.

The secretariat has the honour to transmit to the Conference of the Parties, in an annex to the present note, information for the second meeting of the Conference prepared by the secretariat in consultation with its President, Mr. Philippe Roch (Switzerland).

It agreed to consider this note at its twenty second session with a view to recommending a draft decision on adjustments for adoption by the COP at its eleventh session, including a draft decision to be forwarded for adoption by the COP MOP.

The present note provides, in chapter I, a summary for delegates of issues that are expected to be discussed by the Conference of the Parties to the Vienna Convention and the Meeting of the Parties to the Montreal Protocol.

This note consists of three main parts

The note has also been the subject of significant doctrinal studies.

The purpose of the present note is to provide the Conference of the Parties with information on the status of implementation of the Rotterdam Convention, as at 30 April 2005, as requested by the Conference of the Parties at its first meeting in September 2004.

Regarding the former, the Secretariat has initiated work to identify opportunities for arrangements for providing the monitoring information.

The current membership of the Programme Coordination Board is given in the annex to the present note.

In accordance with that decision, the following note is submitted in respect of the year 2005.

The Board may wish to approve an additional two year extension of the fourth phase of the Human Development Initiative (HDI) and adopt a decision, elements of which are contained in the report.

We are not yet aware of any reaction on the part of the addressee.
