A strong emphasis on a smooth and seamless military transition between SFOR and EUFOR, together with a robust and energetic approach to the start of its mandate, have established EUFOR as a credible force.

The United Nation peacekeeping force in the Congo, MONUC, is the UN s largest and most expensive intervention anywhere in the world.

With the handover from SFOR to EUFOR on 2 December 2004, the first NATO peacekeeping mission, launched as IFOR in December 1995, was brought to a successful end.

The Bush administration has been a leading advocate of deploying a robust peacekeeping operation in Darfur.

The UN, which carries the mantle for the international community, has already deployed a peacekeeping force to Mali.

The European Union launched Operation Althea on December 2004.

But EUFOR is also a vital additional part of the EU family.

However, as mentioned in paragraph 30 above, the cost to the United Nations for maintaining UNFICYP included amounts to reimburse the troop contributing Governments for certain of the expenses they incurred for providing troops to the Force.

The transition process has gone well and there is wide understanding of the EUFOR mission.

A newly established State Ceremonial Unit made its first public appearance at the SFOR EUFOR transfer of authority on 2 December.

The two sides were represented at the ministerial level my Special Representative and the Commander of the CIS peacekeeping force also participated.

The current test case is the situation in Sudan s Darfur region, where diplomats are trying to establish a joint peacekeeping force under the UN and the African Union.

With its peacekeeping mandate due to expire on April 4, France may decide to leave.

EUFOR has developed a close and effective working relationship with the remaining NATO presence in Sarajevo.

On 2 December 2004, NATO successfully terminated the mission of the Stabilization Force (SFOR) and the European Union launched the European Force (EUFOR) Operation Althea.

As stated earlier, the voluntary contributions received have never been adequate to meet the costs to the United Nations of UNFICYP.

Regular meetings between the leadership of the Mission and the Commander of the CIS peacekeeping force as well as respective liaison teams further enhanced mutual cooperation.

The 10,000 strong peacekeeping force authorized by the Council will assist the parties to the Comprehensive Peace Agreement in implementing that historic peace accord.

The long sought joint peacekeeping force for Darfur, which would combine the existing 7,000 man African Union force with as many as 20,000 additional military personnel and civilian police under UN command, has now been approved.

On 12 July 2004, the European Council issued its decision to replace the NATO mission with an EU led peacekeeping force (EUFOR).

Together with other aid agencies, IRC staff formed a convoy and MONUC offered armed vehicles to protect it. But when armed men stopped the convoy on the road, the Uruguayan peacekeepers from MONUC simply turned around and vanished, leaving the aid workers to their fate.

The devastation of World War I, however, highlighted the need for stronger international cooperation on peace keeping, leading to the establishment of the League of Nations.

According to Jean Marie Guehenno, the head of UN peacekeeping operations, any hybrid force must be robust because of the very challenging situation in Darfur.

The Council also urged all parties concerned to act with the utmost restraint and extended, once more, the stationing of the Peace Keeping Force in Cyprus until June 15, 1976.

On 26 January, the Council held informal consultations during which the Assistant Secretary General for Peacekeeping Operations presented the report of the Secretary General regarding the United Nations Interim Force in Lebanon (UNIFIL).

The fact that Omar al Bashir, Sudan s president, is not especially keen to agree to the United Nations plan to beef up its peacekeeping force in the country ahead of the referendum raises concern about his intentions.

The West African subregion, through its regional organization the Economic Community of West African States (ECOWAS) promptly deployed a peacekeeping force with the full political backing of the African Union.

EUFOR continues to monitor Bosnia and Herzegovina entity armed forces activities and also provides assistance to joint training initiatives aimed at achieving improved internal inter operability.

The use of templates also reduces lead times associated with contract formulation and provides the peacekeeping missions with a stronger legal position when it becomes necessary to negotiate the terms and conditions with contractors.

French Foreign Minister Bernard Kouchner has called for merging these two phases to accelerate progress, which would require substantial funds to secure and deploy the additional UN peacekeepers.

Yet in 2006, when Israel and Hezbollah fought to a stalemate in Lebanon, states were only too happy to turn to a UN peacekeeping force.

One possibility might be the EU Common Security and Defense Policy. But the battalion size (1,500 troops) EU Battlegroups committed to it by various European countries are oriented principally toward humanitarian relief and peacekeeping.

While this does not necessarily imply a military role for Europe in Asia (although participation in peacekeeping missions should not be excluded), it does mean a more forceful diplomatic posture in support of mediation and multilateralism.

Obstructionism and organized crime are likely, however, to continue to require strong and concerted action on the part of the European Union, including EUFOR, the European Union Police Mission and the local authorities.

As such, EUFOR buttresses the EU integrated efforts in Bosnia and Herzegovina and helps enable the country to progress towards EU integration by its own efforts.
