For example, while the projected staffing requirements of the Text Processing Section cover the next five years, past experience shows that many successful candidates placed on the roster move on to new jobs and become unavailable.

Thus, in order to meet the staffing requirements of the Text Processing Section with skills available in local markets, we would need to build and maintain a roster with a total of 72 candidates, as shown in table 2.
